CRL vs RTF — two kinds of FDA rejection
A CRL means reviewed but not approvable; a Refusal to File means never reviewed at all.
RTF happens at the 60-day completeness check: the application is so deficient the FDA won't review it. A CRL comes after full review, with specific deficiencies. RTF is rarer and usually signals a deeper problem — or a fixable administrative miss.
